To use a ''Sub-Guild Master Appointing Ticket'' (Officer Ticket), bought or gained during the Citadel Siege, contact the Guild Master. The Ticket needs to be traded to him so he can change the Rank. 

The Officer Rank has nothing to do with the Guild Members real Ranks. The Ticket is only used for a higher Guild Buff.
